Since E/m = c^2, when E=m (start of the same Einstein) the ratio E/m is E/E = 1 E, and it is CERTAINLY that unit of the Electromagnetism that the c^2 is not, because it neglects the ElectroMagnetic front that has the real c velocity. So it isn't the mass of an unitary Electromagnetic VOLUME.
